Step 1
Go to file > new
Set:
Width to 800
Height to 600
Step 2
Set the foreground colour to : #43ee2c and the background colour to : #15c91a
Step 3
Now select the Gradient tool and click at the top of the document and drag to the bottom of the document.
Step 4
Go to Filter > Disort > Wave
Change the settings to match the picture below.
Step 5
Go to Filter > Distort > Polar Coordinates
Chnage the settings to match below.
