Step 1
Go to File > New (set the settings to match the picture below)
Step 2
Use the paint bucket tool to colour the background black.
Step 3
Go to Filter > Noise > Add noise
Set the setting to match the picture below
Step 4
Now go to your layers and right click on your background layer and click Duplicate Layer.
Then click OK
Step 5
Now on the layer you just duplicated set the layer style to overlay.
