Step 1
Go to File > New
Set:
Width to 800
Height to 600
Step 2
Go to Filter > Render > Clouds
Step 3
Go to Filter > Render > Difference Clouds (Keep Pressing CTRL + F until you get a texture you like)
by now you should have something that looks like this

Go to Image > Adjustments > Hue/Saturation
When the Hue/Saturation opens Tick on colorize box and change the Hue to: 31 the Saturation to 74 and lightness to 0.
Step 5
Go to your background layer and right click on it and click on Duplicate Layer. When you click Duplicate Layer click OK to the message that appears.
Step 6
now click on the top layer and change the layer style to Colour Dodge
