Step 1
Open the picture you would like to make out of text in Photoshop.
Step 2
Create a new layer by going to Layer > new > Layer then click ok
Step 3
Now drag the layer you just created to the bottom in the layers and set the background on that layer to black.
Note : if you cant drag the layer that mean you have a layer locked so look at the layers and if you see a lock on one double click it then click ok then you should be able to move the layers.
Step 4
Now create another layer by going to Layer > new > Layer then click ok then put this layer in the middle, so it should look like this.

Step 5
Select the text tool and type something over the picture on the second layer.
Step 6
Now right click on the image layer (this should be the top layer) and click Create clipping mask.
Step 7
Sometimes the picture looks better with the text effect if it was black and white so to do this select the picture layer and press ctrl + shift + u
