Step 1
Go to file > new
Set:
Width to 800
Height to 600
Step 2
add a picture to the document
add some text it does not matter what colour. Font size 145 and font impact
Step 4
put the image layer on the top and the text layer at the bottom
Step 5
go to layer > and click create clipping mask
Step 6
Go to layer >new > layer
Click OK
Set the background to any colour
then put the colour layer to the bottom
